The critical situation with non-payments of Ulyanovskenergo, JSC, the POLR of the Ulyanovsk region, for electricity transmission services provided is getting worse every month. Once again violating contractual obligations, Ulyanovskenergo broke the payment deadline for services rendered in October by IDGC of Volga, PJSC (a member of Rosseti Group of Companies). The funds have not yet been received on the grid company accounts. Thus, the overdue payment of the POLR now amounts to 887 million rubles.
Despite the fact that the legislation grants to a grid company the right to limit the power supply to malicious non-payers, to apply such an effective measure to the POLR is actually impossible. Taking advantage of this "immunity" and referring to the non-payment of their own contractors, Ulyanovskenergo continues ignoring their treaty obligations and using the services provided by IDGC of Volga, PJSC without paying.
In order to receive from Ulyanovskenergo the funds intended to maintain the reliability of the electric grid facilities, the payments to contractors and related grid companies, Ulyanovsk Distribution Grids, a branch of IDGC of Volga, PJSC regularly applies to the Arbitration Court of the Ulyanovsk region with claims for recovery of receivable debts. However, the litigation is often lingered for many months. During this time, the actually POLR carries on business at the expense of the electric grid company.
