Krasnodar, 17 July 2007: Southern Telecommunications Company (“UTK”) (RTS: KUBN, KUBNP; MICEX: UTEL, UTELP; ADR OTC: STJSY, KUE FRA), the largest fixed-line telecommunications provider for Russia’s Southern Federal District reports that on 12 July 2007 its Board of Directors determined the following new structures of the Committees of the Board of Directors of "Southern Telecommunications Company" PJSC (Minutes ? 2 dated 12 July 2007).

1. Audit Committee of the Board of Directors:

• Yevgeny Petrovich Yenin – Chairman of the Committee - Deputy Director of Non-profit Partnership «Russian Institute of Directors»
• Elena Petrovna Selvich – Executive Director - Director of Economics and Finance Department of “Svyazinvest” OJSC;
• Oleg Borisovich Zyuzin - Head of Information Technologies Department of “Leader” CJSC (Pension fund assets management company);

2. Personnel and Rewards Committee of the Board of Directors:

• Denis Viktorovich Kulikov – Chairman of the Committee – Deputy Executive Director of Investor Protection Association;
