RAO UES: no power cuts expected 26 January

Moscow. 25 January 2006. No power supply restrictions will be imposed in Moscow energy system tomorrow, 26 January. During the next few days, the dispatchers expect electricity consumption in the Moscow energy system to decline, which means that the energy saving measures imposed on industrial consumers are no longer necessary. Such was the statement made at the meeting of the Emergency Management Center* to coordinate the actions taken in the Moscow Energy System during the period of extreme cold. The meeting was presided by the Chairman of the Management Board of RAO "UES of Russia" Anatoly Chubais.

Yesterday, 24 January, the Moscow energy system saw an evening peak load of 15,730 MW at a temperature of minus 14 'C, which was the same as the evening peak load of 19 January, when the temperature was below minus 30 'C. According to the dispatching schedules, the reduction in electricity deliveries to industrial consumers amounted to 479 MW.

In the morning of 25 January, the peak load in the energy system of Moscow and the surrounding region was 14,533 MW, and no power cuts were imposed on consumers. This evening, the energy use is expected to reach 15,300-15,400 MW. The energy saving measures will be in effect between 4:00 p.m. and 9:00 p.m., and the power reductions to industrial consumers will amount to less than 370 MW. The power reduction schedules have been agreed in advance with consumers, and the Governments of Moscow and the Moscow Region.**

The Emergency Management Center noted that, overall, the Moscow energy system had worked without major failures during the period of increased electricity consumption due to extremely low outdoor temperatures on 17-24 January 2006.

According to weather forecasts, it is going to get warmer, which means that the power consumption in Moscow and the surrounding area will decline. In this connection, the Center decided that its members would exchange information and coordinate their activities without having to meet on a daily basis.

Anatoly Chubais thanked the Moscow City Government and Moscow Region Government, top officials of the Moscow divisions of Russia's Ministry of Emergencies, and the Ministry of Defence of Russia for their efficient interaction with RAO "UES of Russia" and its subsidiaries, and prompt coordination of actions to ensure reliable and uninterrupted operation of the Moscow energy system during the period of extreme cold.

* Deliveries of power to consumers will be reduced to the lowest possible level of consumption required for a consumer to safely complete a technological process, with advance notice given to each such consumer. These measures, taken pursuant to Resolution of the Russian Government No. 664 of 1999, were designed to prevent power outages. The temporary restrictions of power supply to industrial consumers were necessary to ensure stable power supply to households, medical institutions, the city's vital infrastructure, and buildings of state authorities and security agencies.

** The energy companies submitted for approval by the Fuel and Energy Department of the Moscow City and Moscow Region a list of consumers to be affected by the electricity supply reductions during the period of peak load in the energy system caused by the prolonged low temperatures. Such consumers primarily include auxiliary facilities of industrial enterprises. The following consumers were not included in the above list: social buildings and facilities, buildings of the state authorities, medical institutions, military units, facilities of the Ministry of the Interior, Federal Security Service, nuclear centers, underground railways ("metro"), etc.
