Moscow, 6 December 2006. OAO "WGC-1", OAO "WGC-2", and OAO "TGC-10" have announced the launch of open competitive negotiations to select investment banks which will provide services relating to additional share offerings and investment banks to provide financial consultations.

The investment bank, which will arrange additional share offerings, will be required to develop the strategy and the most efficient structure for raising funds through offerings of additional shares. It will also ensure information availability and transparency of the offering process and taking into account shareholders' and investors' interests.

The investment bank is to ensure that WGC-1, WGC-2, and TGC-10 raise funds needed for its investment programme on the most favourable terms.

The investment bank which will provide financial consultations is expected to ensure development of an efficient capital structure and debt portfolio in compliance with the strategies and investment programmes of WGC-1, WGC-2, and TGC-10.

Bids will be accepted until 14 December 2006. All documentation relating to the tender is available on the respective web-sites of OAO "WGC-1", OAO "WGC-2", and OAO "TGC-10".
