Moscow, 3 March 2006. The Working Group of RAO "UES of Russia" has approved the list of eligible share registrars that may provide registration services to the Company's subsidiaries and dependent companies (SDCs). The following registrars have been included in the eligible registrars list (List):

 - ZAO "STATUS Registration Company"

 - ZAO "Reestr A-Plus"

 - OAO "Moscow Central Depository"

 - ZAO "Novy Registrator"

The List has been drawn in accordance with the Standard for Interaction with Registrars by the SDCs of RAO "UES of Russia" approved by the Management Board of RAO "UES of Russia on 31 May 2005. According to the Standard, the share registrars eligible to provide services to the SDCs of RAO "UES of Russia" are to be selected through a competitive, non-tendering process. The eligibility criteria include the registrar's reliability (including the economic security for RAO "UES of Russia"), expertise, and market conditions (service pricing and mix). In addition, one of the key requirements set for registrars wishing to be included in the List is the lack of dominant influence over the registrar's operations by its owners or one of the issuers to which the registrar provides services.

From now on, registrars for SDCs of RAO "UES of Russia" will be selected through a competitive, non-tendering process from among the entities included in the List. The key selection criteria will be the prices and mix of the services provided.
