A regional conference of communications operators "The First Results of Applying New Statutory Legal Acts Adopted in the Framework of Implementing the Federal Law "On Communication"

On 28th February 2006 a regional conference of communications operators "The First Results of Applying New Statutory Legal Acts Adopted in the Framework of Implementing the Federal Law "On Communication" was held in St. Petersburg.  This is the first conference of a series of events scheduled by the Ministry of Information Technologies and Communication of the Russian Federation for the year 2006.  They will be also held in Moscow, Nizhny Novgorod, Yekaterinburg, Krasnodar and Vladivostok.

B.D. Antonyuk, Deputy RF Minister of Information Technologies and Communication, V.N. Bugayenko, Head of the RF Federal Service for Supervision in the Field of Communication,   S.A. Bulancha, Deputy Head of the Federal Communication Agency, V.M. Yevdokimenko, Deputy Head of the Federal Rates Service, K.Yu. Novoderezhkin, Deputy Director of the Department of State Policy in the field of Infocommunication Technologies of the RF Ministry of Information Technologies and Communication spoke at the conference.

Managers of the telecommunication companies of the Northwestern Federal District attended the conference. 

The following issues were discussed during the conference: the state policy in the field of communications industry regulation; the role of the RF Federal Service for Supervision in the Field of Communication in control over the activities of operators in the provision of communication services; the practice of the operators applying the adopted  statutory legal acts regulating the issues related to the connection of telecommunication networks and their interaction and related to building the public communication network and the traffic passage procedure; and rate regulation issues.

"Two months have passed since the new documents took effect and, in spite of the large scale of the transformations, all conditions have been created for the time that has elapsed to develop the interaction of the market participants," V.A. Akulich, Chief executive officer of JSC North-West Telecom, noted in his speech. In his report "Interaction of an Operator Holding a Monopoly Position in the Public Communication Network with Communication Operators", V.A. Akulich told his colleagues about the new conditions of JSC NWT's interaction as an important operator in the communication services market of the North-West, about the work that has been done to ensure the interaction of the operators under the new conditions and about the today's problems.  

6 regional conferences have been organized to discuss the difficulties of the transition period that arise when new statutory documents ensuring the development of communication services and regulating the relations of operators, subscribers and executive authorities take effect. As V.N. Bugayenko, Head of the RF Federal Service for Supervision in the Field of Communication, put it in his figurative phrase, "the regulation system established by the standards of the new legal acts is a two-way traffic street."  "…The development of the communications market and efficient operation of the system for regulation of the industry are possible only if the established requirements are met by all participants of the process."
