Moscow, March 11, 2005. CenterTelecom will develop a pilot zone for the introduction of ASR Orel-M-RUPS Russian Universal Payment Communications Systems analytical linear corporate automated budget management system in Orel region with the support of Orel Chamber of Commerce and Industry. This decision was made at the meeting of Committee for Financial Markets and Credit Institutions of the Chamber of Commerce and Industry of RF.

ASR RUPS was developed by CenterTelecom Orel branch within the framework of Electronic Russia Federal target program. The system certified to GOST R ISO 9001-2001 for 10 million of subscribers allows to create a tool for electronic budget federalization of the Russian Federation based on modern communications technologies of payment, budget and tax information processing, which significantly increases the role of telecommunications companies as on-line providers of budget information.

Precise file-by-file distribution of finance management functions is one of the system's specific features.

The system is structured as follows:

• The Economic file with primary objectives to conduct the linear ratio financial analysis of the economic condition and economic management;
• The Financial file with primary objectives to conduct the financial online monitoring of RUPS payment system, financial forecasting and automated control of approved budget execution;
• The Technical file based on the Automated Geoinformation System allowing to conduct technical audit of the fixed assets and tax calculations and to use the company's data for the technical upgrade on the basis of marketing researches;
• Budgeting based on the control of federal and regional tax payments budget status.
