On Alexey Miller’s meeting with Ivan Plachkov and Alexey Ivchenko

Gazprom’s Headquarters today hosted a working meeting of Alexey Miller, Gazprom’s Management Committee Chairman, Ivan Plachkov, Fuel and Energy Minister of the Ukraine and Alexey Ivchenko, First Deputy Fuel and Energy Minister of the Ukraine and Chairman of the Management Board of Naftogaz Ukrainy.

The meeting addressed potential strategic cooperation between Russia and the Ukraine in the gas sector, highly appreciating existing relations between Gazprom and Naftogaz Ukrainy and confirming mutual intentions to keep observing the accords and bilateral cooperation principles reached.

“Naftogaz Ukrainy is a strategic partner of Gazprom and successful cooperation between the two companies is crucially significant both to Russia and the Ukraine. In this regard, we can’t but welcome the Ukrainian side’s aspirations to ensure the maximum transparency and market-based mechanisms of interaction between the firms. We’re backing the Ukraine’s proposal to shift over to settling gas transit via the Ukraine services in cash and to increasing the gas transmission tariff rate to the level adopted in Europe. Gazprom, on its part, is committed to fully meeting in 2006 the Ukraine’s needs in Russian natural gas at market-based prices fitting with the European standards,” – said A. Miller at the close of the meeting.

Some 138 bcm of gas was transited via the Ukraine over 2004 and 128.1 bcm is targeted for transmission in 2005.

In 2004, Gazprom furnished the Ukraine with 29.2 bcm of gas as settlement for the gas transit services rendered. Under the Protocol on the scope and terms & conditions of natural gas transit through the Ukraine over 2005, signed by the Russian Government and Ukrainian Cabinet of Ministers on 5 July 2004, 23 bcm of gas is scheduled to be shipped this year.

Launching its business on 1 January 2005, RosUkrEnergo, a Gazprombank and Raffeisenbank’s 50/50 joint venture is nowadays engaged in Turkmen gas procurement for the Ukraine’s needs, is acting as operator for the transit of the gas acquired and serving as investor for the development of gas transmission infrastructure necessary to ensure reliable gas transportation.

RosUkrEnergo is running business based on the following documentation:

  • Turkmen gas procurement contracts with Naftogaz Ukrainy (for 2005 through 2006) and Gazexport (over 2005, with annual increases in gas volumes);
  • a contract with Gazprom to transmit gas via Uzbekistan, Kazakhstan and Russia;
  • a contract on sales of the gas delivered to the Ukrainian border to Naftogaz Ukrainy.

Gazexport (a 100% Gazprom subsidiary) and the Turkmenneftegaz gas transmission company are building up relationships on the platform of a long-term Turkmen natural gas purchase and sales contract stipulating 6-7, up to 10, to 60-70 and from 70 to 80 bcm of Turkmen gas being delivered to Russia in 2005, 2006, 2007 and starting 2009, respectively.

In pursuance of the Agreement on strategic cooperation in the gas industry concluded by the RF Government and Ukrainian Cabinet of Ministers on 7 October 2002, Gazprom and Naftogaz Ukrainy entered into an Agreement to set up on a par the International Consortium for the Ukrainian gas transmission network management and development. The Bogorodchany-Uzhgorod gas pipeline is targeted for construction by the Consortium within the 1st stage of its projected activities.
