On Alexey Miller’s working meeting with Dmitry Zelenin

Gazprom’s Headquarters has hosted today a working meeting between Alexey Miller, Gazprom’s Management Committee Chairman and Dmitry Zelenin, Governor of the Tver Region.

The parties explored the implementation of a Cooperation Agreement and Gas Supply Contract between Gazprom and the Tver Region, expressing a common opinion on the need to improve the gas payment discipline in the Region. Gazprom will earmark finance for the Regional gas supply infrastructure development as long as there is appropriate gas debt repayment.

The meeting also reviewed the completion of the Uglich-Kalyazin gas lateral construction, underscoring that Gazprom had already channeled some RUR 130 mln for this purpose, including some RUR 80 mln in 2004. The pipeline construction is to be finished in 2005.

Gazprom and the Government of the Tver Region entered into a 5-year Cooperation Agreement in January 2002. To promote the Agreement, the parties sealed a Gas Supply Contract in December 2004.

In 2004, Gazprom provided Regional customers with over 3.8 bcm of gas and over 4 bcm is slated for 2005.

The Tver Region’s natural gas supply infrastructure is developed at 51.5% of maximum demand, including at 68.8%, in cities, towns and urban settlements and 17.6%, in rural area. The identical Russia-averaged parameters account for 53%, 60% and 34.7%, respectively.

The Regional authorities have endorsed the Tver Region’s Gas Supply Program over 2001 to 2005, projecting to raise natural gas consumption to 52% in 2005.

This year, the Region has sealed with Promgaz (a Gazprom subsidiary) an Agreement to devise a gas supply scheme for a string of its districts. In addition, Promgaz is working on the investment viability for the construction of a gas lateral to the town of Ostashkov.

In accordance with its programs on gas supplies to the RF constituents for 2003 and 2004, Gazprom channeled RUR 116.5 mln to construct gas distribution networks in the Tver Region.

Over 2005, the Regional consumers’ gas debt to Gazprom has jumped more than RUR 150 mln exceeding RUR 240 mln, as of 1 April.
