On 11 July 2009 the Government of the Russian Federation approved by its Order No. 912-r the Amendment No. 019 dated 13 February 2009 to the contract between JSC "Techsnabexport" (TENEX) (wholly owned by JSC "Atomenergoprom") and the United States Enrichment Corporation  (USEC) for supply to the USA of low-enriched uranium concluded under HEU-LEU Agreement between Russian Government and U.S. Government.  This Amendment to the contract establishes a mutual agreement of the parties to put into effect a new pricing mechanism for a Separative Work Unit for the period of 2010-2013, i.e. till the expiry of the Agreement.

Since this amendment had earlier been approved by U.S. Government, the approval of it by the Russian Government means the entering of the mutual agreement of the parties into effect and completion of some arrangements by JSC "Techsnabexport" to modify the terms and conditions of the HEU-LEU Agreement implementation contracts taking into account contemporary development trends of the world uranium market. The modifications in this amendment call to ensure a stable execution of the Agreement till its expiry (2013). The successful implementation of the HEU-LEU Agreement is an important contribution by both countries to their international obligations in the field of reduction of nuclear weapons and nuclear non-proliferation and is also a prerequisite to opening the U.S. market for commercial exports of Russian uranium products.

HEU-LEU Agreement is a government-to-government agreement between the Russian Federation and the United States of America concerning the processing of Highly Enriched Uranium (HEU) extracted from nuclear weapons into Low-Enriched Uranium (LEU) to be used as a fuel at Nuclear Power Plants. It was signed on 18 February 1993. Pursuant to the terms and conditions of the Agreement,  500 tonnes of HEU extracted from dismantled nuclear warheads will be reprocessed. Thanks to supplies by JSC "Techsnabexport" under this Agreement, the  USA has been one of the largest importers of Russian uranium products over last decade.
