Extended session of Gazprom’s Regional Policy Commission held

JSC Gazprom’s Headquarters has hosted an extended session of Gazprom’s Regional Policy Commission, chaired by Alexander Ryazanov, Head of the Commission and Deputy Chairman of Gazprom’s Management Committee.

In the presence of the gas industry workers elected to the legislative bodies of the RF constituents, the Commission addressed the issue surrounding the experience gained by the Sverdlovsk region’s companies in promoting the gas- and energy saving policy.

The Commission members pointed to the Sverdlovsk region’s purpose-oriented activities in the gas- and energy saving sector, including development and introduction of state-of-the-art gas-powered technologies and equipment, and active involvement of regional companies in said process.

The parties stressed that large-scale power conservation endeavors needed backing with adequate federal and regional legislation that would foster the inculcation of advanced technologies and high efficiency equipment. According to Alexander Ryazanov, meeting those challenges would enhance the efficiency of natural gas use in the domestic market and reduce Gazprom’s losses (that might exceed RUR 27 bln in 2005) while supplying gas to home customers.

The parties also dealt with the progress in the conversion of motor vehicles to gas-driven engines throughout Russia.

The Commission advised that respective business units of Gazprom should forecast further development of automobile gas-fuelling compressor stations (AGFCS) when building capital investment plans for 2006 and onwards. JSC Promgaz received instructions to plan the construction of AGFCS while developing general schemes of gas supply to the RF regions.

At the end of its session, the Commission members met with the gas industry workers - elected deputies of the RF constituents’ legislative branch. Attending the meeting were Natalia Komarova, Chairman of the RF State Duma’s Committee for Energy, Transportation and Communications and Valery Yazev, President of Russian Gas Society.

The participants deliberated on issues concerning higher operating efficiency of the gas workers - deputies in the legislative bodies of Russian republics, areas and regions while drafting regional budgets, dealing with taxation, energy (gas inclusive) saving issues and setting standards of household gas consumption and payments.

Alexander Ryazanov informed the deputies of the progress in the Gazprom’s gas supply to the RF regions program to be funded with RUR 35 bln.

A focus of the meeting fell on matters related to the registration of Gazprom’s rights for the land with existing and undergoing construction facilities of the United Gas Transmission System, conveyance of social and residential infrastructure to municipalities and restructuring of local governments.

With energy resource consumption in the Russian industrial and household sectors exceeding identical parameters in the industrially developed countries by three- and seven/eightfold, respectively, Russia annually consumes and loses some 1 bln t and 420 mln t of fuel equivalent, respectively.

Legal documentation developed by Gazprom stipulates the outmost contribution to stepping up gas saving measures taken by gas consumers. This corporate business is being governed by a Conception of Regional Policy of Gazprom, which outlines the Company’s targets and objectives in meeting both gas supply and a whole set of regional energy challenges.

At present, 157 cities and towns of the 59 RF regions have 213 automobile gas-fuelling compressor stations (AGFCS), of which 185 stations are owned by the Gazprom Group of companies. The capacity of existing AGFCS allows fuelling 250 thou motor vehicles.

From 1998 through 2004, overall gas sales in Russia through AGFCS grew 2.9fold to 173 mln cu m, including 161 mln cu m marketed by the Gazprom Group.

Based on the first half of 2005 results, sales of 99 mln cu m of compressed natural gas through Gazprom’s AGFCS climbed 39 percent, as compared to the same period in 2004.
