Moscow, 10 October 2005. Today, Deputy Chairman of the Management Board of RAO "UES of Russia" and Chairman of the Management Board of OAO "Russian Communal Systems" (OAO "RCS")* Yakov Urinson and Head of the Tambov Region Administration Oleg Betin took part in the official ceremony to put into commercial operation a new automated steam and hot water boiler plant in the city of Tambov. The ceremony was also attended by Mikhail Slobodin, President of OAO "RCS"; Alexander Krapivin, Director General of OAO "Tambovenergo", Alexey Ilyin, Chairman of the Tambov City Duma; and Maxim Kosenkov, Head of the City Administration.
In his speech at the ceremony, Yakov Urinson said that the boiler plant would use advanced technologies which would help improve its performance significantly.
The boiler plant, which was made by the Finnish company KPA UNICON, will supply heat and hot water to 12,000 people. The boiler plant project was funded by OAO "RCS", which allocated RUB78 million for the construction of the facility.
The boiler plant was completed in a very short time—four and a half months. The need to build this facility was due to the extremely poor state of the old boiler plant whose equipment had reached the end of its useful life. Besides, the demand for heat from the plant's consumers exceeded its working capacity by nearly a third.
As a result of the tender held by the Tambov City Administration, an agreement was signed on 6 April 2005 between OAO "RCS", its subsidiary OAO "Tambov Communal Systems", and the Tambov City Administration to take down the old boiler plant and build on the site a new modular boiler plant of 27.32 MW capacity.
The new boiler plant's capacity is double that of the old one. After the boiler plant is put into commercial operation, it will ensure stable supply of heat and hot water to consumers, create a capacity reserve for future residential development in the area, and minimize emissions. Besides, the advanced equipment used in the boiler plant will help reduce the heat production cost.

OAO "RCS" was established with an objective of improving the quality of communal services provided to households and creating competition on the housing & utilities market. As a measure to achieve that objective, a network of regional subsidiaries and dependent companies of OAO "RCS" has been formed. These companies cooperate closely with local authorities in order the accomplish their common goals. As agreed with the municipal and regional authorities, these companies are granted the right to provide communal services; they lease or take custody of the facilities from the existing housing and utilities enterprises. The management of OAO "RCS" views reducing the administrative and technological costs at the enterprises administered by them and raising efficiency of the communal sector as their key priority.
