In connection with the changed organizational structure of OJSC North-West Telecom, Andrey Yakovkin who had been the information technologies department director of OJSC N.W.Telecom has been appointed the Deputy General Manager – Information Technologies Director. The reorganization has been caused by the need to create conditions for implementing a unified policy of OJSC N.W.Telecom in the field of information technologies (IT) and enhancing manageability of the IT unit.   Andrey Yakovkin started his work in the new position on 15th November 2006.

Andrey Georgiyevich Yakovkin was born in 1961. In 1983 he graduated from the A.A. Zhdanov Leningrad State University (now the St. Petersburg State University). In 1988 he graduated from Leningrad Institute of Advanced Training for Industrial and Municipal Economy Workers. In 2000 he took a professional refresher course at the Moscow State University of Economic s Statistics and Informatics, specializing in Banking, and received a certificate of Microsoft MCSE.

Andrey Georgiyevich has been working in the communication industry since 1999. He started his career in the position of the manager of the information department of OJSC Petersburg Telephone Network (now the Petersburg Branch of OJSC North-West Telecom ).   For the time of his work for OJSC N.W.Telecom he has taken part in many significant projects: introducing time-based connection equipment and the Mediator ASR software and hardware complex, introducing the central accounting system and the SUN Account system, the RB Payroll & HR human resources and payroll records system and other information systems. The development and commissioning of the centralized Information and Billing System ensuring registration of subscriber data, information on the number capacity and effecting settlements with subscribers for all services provided by the Petersburg   branch of OJSC N.W.Telecom were carried out under the direct supervision of Andrey Georgiyevich.  

In 2004 Andrey Yakovkin was appointed the information technologies department director of OJSC North-West Telecom. In the framework of North-West Telecom restructuring during 2005, Andrey Yakovkin managed the work related to centralization and unification of accounting systems in the Kaliningrad, Leningrad Oblast, Pskov and Vologda branches , as well as automated settlement systems in the Leningrad Oblast, Novgorod, Pskov, Arkhangelsk and Komi branches of OJSC N.W.Telecom.
