Gazprom and Vologda Region enter into Gas Supply Agrement

Today, at Gazprom’s Headquarters, Alexey Miller, Gazprom’s Management Committee Chairman and Vyacheslav Pozgalev, Governor of the Vologda Region have entered into a 5-year Gas Supply Agreement.

Under the Agreement, the parties will work through an investment project of expanded gas deliveries to the Vologda Region, which includes:

  • a feasibility study for the investment project;
  • a General Scheme of gas supplies to the Region;
  • evaluating the economics for gas pipelines under construction;
  • conducting a range of gas conservation measures in the gas consumption and distribution sectors;
  • upgrading gas supply infrastructure;
  • creating a comprehensive automated natural gas consumption and quality measurement system.

A stage-by-stage program of gas supplies to the Vologda Region will be developed and financing sources and scheme will be identified based on the investment project.

In addition, the Agreement stipulates joint implementation of gas saving and motor vehicle (agricultural inclusive) conversion-to-gas programs to be implemented by Gazprom provided the economics are not less 12%.

Promgaz will serve as General Designer of the investment project, power conservation and motor vehicle re-equipment with gas driven-engines programs.

The Government of the Vologda Region is committed to entering into and rendering assistance in concluding contracts on gas deliveries to Regional and local budget-sponsored customers, respectively.

Along with providing full payments for gas shipments to budget-financed consumers, the Regional authorities will earmark funds to offset Gazprom’s losses arising when natural gas is channeled to privileged consumers identified as such in the existing RF legislation.

Special additions included (upon endorsement by gas distribution organizations) in tariffs for gas transmission via distribution networks and intended to finance the program of expanded gas deliveries to the Vologda Region will be approved, as well.

Part of natural gas to be saved through the introduction of a Regional power conservation program and a range of gas saving measures will be also used to intensify gas consumption in the Region.

Gas will be supplied to the Vologda Region provided consumers are ready to receive it and are gas committed. Individual gas measurement devices will be installed at the expense of consumers, Regional and local budgets as well as other finance sources.

Gazprom, on its part, is committed to providing natural gas deliveries to the population and budget-financed bodies of the Vologda Region given the United Gas Transmission System capacity and gas quotas allocations over Russia and provided gas supplies are paid up in full and gas arrears are cleared in accordance with pre-determined timetables.

Gazprom and the Vologda Region first entered into a cooperation agreement in 1998, concluding a new one in 2003.

The gas supply infrastructure of the Vologda Region is developed by 51.4% of maximum gas demand, including by 77.4%, in cities, towns and urban settlements and by 12%, in rural area (the identical Russia-averaged parameters account for 52.7%, 60.2% and 33.1%, respectively).

In pursuance of the Program on expanded gas deliveries to the RF regions over 2004, Gazprom allocated more than RUR 47 mln to construct gas distribution networks in the Vologda Region.

Last year, Gazprom provided Regional customers with over 6 bcm of natural gas, which was paid for at 99,25% and the same amount is slated for this year.

Simultaneously, in 2004, Gazprom laid over 110 km of a projected 458-km-long NTR-Torzhok gas main section.

In addition, the Region is planned to see the construction of a North-European gas pipeline (NEGP) section, with the NEGP and its supporting infrastructure project already developed, documentation for compressor station building sites registered and a draft transportation scheme for the NEGP construction devised (the scheme has been reviewed by the Road Maintenance Department of the Vologda Region).
