On 28th September 2005, in the framework of the international forum exhibition Infocommunications of Russia ľ 21st century ľ InfoCom-2005, a meeting was held between Governor of St. Petersburg Valentina Matviyenko and General Manager of OJSC North-West Telecom Vladimir Akulich, in the course of which an Agreement of Cooperation was signed between St. Petersburg and OJSC North-West Telecom.
The preparation of the agreement has become one of the results of the joint meeting of the Government of St. Petersburg and the Ministry of Information Technologies and Communications of Russia held on 4th March 2005 and dedicated to the issues of the development of information and communication technologies in St. Petersburg.
The subject of the Agreement is the cooperation between St. Petersburg and OJSC NWT in the field of creating and developing telecommunication networks in St. Petersburg and ensuring their compatibility and interaction in the single information and telecommunication space of Russia.
The document provides for:
- adaptation of standard technical design solutions meeting the up-to-date level, when using them in infocommunication projects of St. Petersburg;
- creating standard and methodological documents for developing and implementing communication development programmes in St. Petersburg ensuring integration of telecommunication networks into the single information and telecommunication space of Russia;
- provision of transportation systems and signal centers for creating a single telecommunication network of the state authorities of St. Petersburg in the framework of the federal target programme Electronic Russia (the years 2002 through 2010) approved by the Resolution of the Government of the Russian Federation dated 28.01.2002 No. 65;
- implementation of new technologies, introduction of new communication services and construction of multiservice communication networks.
The Agreement with St. Petersburg has become another document signed by OJSC North-West Telecom in the framework of implementing the programme of meetings between the management of NWT with heads of administrations, in whose territories Company's branches operate. The signed agreements provide for coordination of efforts of the parties in the development of the telecommunication infrastructure of the Northwestern Federal District and facilitate the inclusion of the most developed regions in the single information and telecommunication space of the Russian Federation.
